Abstract: The war between the Syrian regime led by Bashar al-Assad and the fragmented opposition continues at a nauseating and tragic pace. The international community is divided, the United States war-weary, and the Syrian people increasingly disillusioned. As of this writing, over 90,000 war victims are believed dead in Syria since March of 2011. Hundreds of thousands have fled the country; many more are displaced internally. In March, I sat with Ambassador Frederic Hof in his office at the Atlantic Council to discuss the war and our government’s options for responding to it.
